  • 21 June 2017: The Inspector's Final Report on the Examination of the Cheshire East Local Plan Strategy has been published and is available on the Council's website at The examination has now closed and no further correspondence should be submitted. The role of the Inspector and Programme Officer in the examination has now finished and they have no involvement in the future progress of the Local Plan Strategy. Any queries should be addressed directly to the Council.

  • 11 April 2017: Public consultation on the Proposed Main Modifications to the Local Plan Strategy finished on 20 March 2017.  The Council has considered all the representations and has published its Report of Consultation (Document MM 009), including its responses to the representations.  The Council has reflected on the issues raised in the representations that relate to the Proposed Main Modifications and considers they do not necessitate any further changes to the Local Plan Strategy to make it legally compliant and sound.  The Inspector is now considering the representations and the Council’s responses and will decide whether he needs any further information from representors and the Council in order to reach his conclusions on the main issues raised in the representations.  In the meantime, no further representations or correspondence should be submitted about the Local Plan Strategy unless requested by the Inspector.  Please note that several documents have been recently added to the examination library.  These include the Inspector’s note to the Council and their response on the implications of the Government’s recent Housing White Paper (RH D020-021) and the Council’s Local Plan Authority Monitoring Reports for 2013/14 & 2014/15 (RH D022-023).  However, these documents have been added for information purposes only, and no further representations are required on them.

  • 6 February 2017: Public consultation on proposed Main Modifications has started and runs until 5:00pm on Monday 20 March 2017.

  • 12 January 2017: The Examination Library has been updated with the following documents RH D011, RH D012, RH D012a, RH D013, RH D013a, RH D013b  and RH D014. Please be advised that no further representations or correspondence should be submitted relating to these additional documents.

  • 15 December 2016: The Inspector has now published his interim views on the Main Modifications and further work necessary to the Proposed Changes (March 2016) version of the Plan in order for it to be capable of adoption. No responses or representations to the Inspector’s Views may be submitted.

  • 7 December 2016: The Council has issued its final Reply to Representations on the Homework and Reply to Late Representations on the Homework. Participant's Homework Responses are now available. The Examination Library has also been updated with a number of Documents Submitted After the Close of the Hearing Sessions (Proposed Changes) (2016). All these documents are for information only and no further responses or representations should be submitted unless they are specifically requested by the Inspector.

  • 3 November 2016: The Council’s homework and late documents submitted during the course of the hearings have now been published in the Examination Library.  The Examination hearings are now closed no further representations or material should be submitted to the Inspector from now on unless specifically requested by him.

Pre-Hearing Meeting

The Pre-Hearing meeting took place at 2:00pm on Thursday 24th July 2014 at Macclesfield Town Hall, Market Place, Macclesfield SK10 1EA. Examination Library

All Submission Documents, Background Evidence documents and Post-Submission documents can be viewed on the Examination Library webpage. During the examination hearings, printed copies can be viewed at the examination venue (Macclesfield Town Hall or Congleton Town Hall). In addition, printed copies can also be viewed on request at the Council's Offices at Westfields, Middlewich Road, Sandbach CW11 1HZ.


Cheshire East Council submitted its Local Plan Strategy to the Secretary of State for Communities and Local Government on 20th May 2014 in preparation for independent examination. This is set out in the formal Notice of Submission (PDF, 96 KB).

Appointment of Inspector

The Secretary of State has appointed Inspector Stephen J Pratt BA (Hons) MRTPI to conduct the examination to determine whether the Local Plan Strategy is sound.

Programme Officer

The Council has appointed Miss Kerry Trueman as the independent Programme Officer for the examination to assist the Inspector and liaise with the Council and participants. The Programme Officer can be contacted as follows:
